Road to Japanとは
本プロジェクトは、世界一の人材派遣国であり、世界から人材需要が寄せられるフィリピン国の労働者の中から日本国にて就労する希望者を拡大・組織する為に関係機関を糾合し、日本国での就労に適切な人材を組織すべく教育を行うプロジェクトです。
フィリピンには海外労働者就労希望者全てに要求される該当スキルの教育と国による認定(NC)システムがありますが、NCが取得できない場合は海外就労は認められません。このNCの取得は政府所轄機関TESDAのトレーニングセンターにて教育を受けるかTESDAにて認定された大学などで規定教育を修了して該当スキルの国家認定して貰う必要があります。
この意味において所轄機関TESDAとの連携や大学などの教育機関との連携は合目的な人材を育成する為には極めて重要です。
次に、来日希望者は日本国にて定める来日就労資格である日本語とスキルの試験を通過する必要があります。それは日本国の企業にて就労し日本国にて生活する為に求められているものですが、試験内容や現行の方法の不備不足によって取り分け会話能力に大きな不足が見られますが、巷の曰く日本語学校の教育システムの不備や教育能力の不足によってこの点の解決が難しくなっています。この弱点を解決すべく設立されたのが大和日本語学校で、日本・フィリピン両国から大きな期待が寄せられています。通常教育は三か月半にて実施されますが、通常授業の中でも会話教育は重視されていますが更にN4試験通過者には日本語教育のトップクラスの教師らによるオンライン会話専門教育が用意されており、生徒は約二か月の会話訓練を行います。
次に、来日手続きを担当する送り出し機関は、大和日本語学校によって審査され、生徒からの違法金品徴収などの不正が無くレスポンス能力が高く、大和の示す低く抑えた合理的送り出し費用に合意した会社だけが推薦されますが、登録支援機関においては、同時に複数の送り出し機関との連携も可能です。
これら上記の必須の組織体にて構成される「Road to Japan」プロジェクトは質の高い労働者を継続的に且つ、合理的費用にて送り出す事を可能にしています。

The federation, Road to Japan
With the current state of Japan's policy regarding the acceptance of foreign workers in mind and to influence a reform of how the system should work to fields related, driven by the theme of "sending the right worker to the right company", the first step for the materialization of this federation is to muster handpicked organizational bodies from the sending country that properly provides the selection of personnel, education and training, Japanese proficiency, and the actual sending of workers overseas. The plan is to combine the functions that these bodies provide and have them become a part of Road to Japan Federation to construct a one-stop system for sending Filipino workers to Japan. On the other hand, the “accepting” from malicious associations and corporations in Japan that back up countries known for their organizational problem of exploiting workers who wish to work in Japan will be rejected, and only promote the employment of Filipinos through the use of the Specified Skill System, to properly accepting organizations and corporations.
In line with the goal above, the gathering of universities and vocational schools in the Philippines that will take part in the training of personnel will be needed. Having the graduates of those educational institutions as our targets, lectures that discuss the situation surrounding the acceptance of workers in Japan and the explanation of systems to be utilized related to it will be implemented.
Simultaneously, the gathering of applicants from local manpower agencies will also be conducted. Primarily, non-Japanese workers who have experience in working at Japanese companies that are based in the Philippines will be a target of the project's activities as they already possess an idea on what it is like to work for a Japanese firm.
To individuals who wish to go to Japan, a network of Japanese language schools that will aid them in preparing for the Japanese Language Proficiency Test and skill test will be introduced. Road to Japan Japanese language schools possess quality teaching staff not seen in other institutions. In addition to teaching Japanese, they will be also teaching the students Japan itself. Furthermore, all of the schools that are a part of the group provide an original conversation curriculum that will train a student's speaking skills in a workplace setting.
Individuals educated by these Japanese language schools and have successfully passed the Japanese Language Proficiency Test and Skill Test will have their data be registered to legal, efficient, and capable recruitment agencies, and will respond to the demands of employment coming from Japanese institutions. After the construction of the federation, the one-stop system will be introduced to the congress of both Philippines and Japan.
1. Filipinos who wish to work in Japan
The course of choice differs depending on an individual's region and alma mater. To add, the applicant gets to choose what direction fits their desired program based on the flowchart above. 2. Japanese Language Schools

In addition to the General Japanese Education Curriculum, training centers that are a member of Road to Japan will also teach 'question and answers' that are often seen being used in job interviews, Japanese used when working in Japan, and tips for taking the Skill Tests.

3. TESDA
Mainly dealing with the conducting of Technical Skill Training, TESDA is a government agency in the Philippines that handles the education of Filipino workers who aspire to work overseas. As they provide skill and knowledge about a certain field to interested individuals free of charge, they also issue certificates for each skill studied. TESDA has functional differences depending on the region, with the training of Bataan TESDA being well developed. Aklan TESDA also has a proactive policy where they plan the further expansion of educational functions and worker support.
4. Universities and Vocational Schools
Compared to other countries in Asia, Philippines has the most number of educational institutions, even outnumbering those of Japan. In particular, Philippines has placed emphasis on the development of labor skill education and skill training related to the Specified Skilled System. The ability to continuously provide and train highly qualified workers in regards to all the labor fields in Japan is largely due to the fulfilment of this education, making Philippines unparalleled in Asia in sending workers to Japan.
5. Local Employment Agencies in the Philippines

The SSW-PC will establish a satellite office in Malate, Manila where it will help with the inspection of related groups and government bodies in the Philippines, be a place for assembly, and be an agent that will support the forming of contracts with partners. In addition, the satellite office will also be aiding groups from Japan for the materialization of their investments, businesses, and establishment of companies by introducing trusted lawyers, certified public accountants, consultants, interpreters, translators, and other professionals free of charge.

What exactly is SSW-PC and what does our partnership with the said organization entail? Before we discuss what SSW-PC means, we must first know the meaning of SSW. Specified Skilled Worker, or SSW for short, refers to the residence status that Japanese-speaking foreign nationals are eligible to apply for when they wish to work in Japan under the following fields:

Philippines Specified Skilled Worker Promotion Center or SSW-PC is an organization based in Japan that does exactly what the name of their organization suggests, to promote in Japan the employment of Filipino Specified Skilled Workers. Our partnership with SSW-PC was formed when they established a satellite office in Daiwa Japanese Language Training Center, Inc. The satellite office will serve as a mediator that will introduce Universities, Vocational Schools, Japanese Language Schools, and Manpower Agencies under our federation, which assists in enabling Filipinos to work in Japan, to interested parties residing in both the Philippines and Japan. It will also serve as an agent that will be aiding groups from Japan for the adequate materialization of their investments, businesses, establishment of companies and relevant government agencies inside or outside the Philippine’s economic zone by introducing advisers, consultants, lawyers, and certified public accountants free of charge. Furthermore, the office will also serve as a space to conduct activities that will further strengthen the federation and will be used as a place for interviewing new members, a meeting place to provide guidance, information, and proposals of group works to existing members, and from time to time, be an agent for appealing proposals to the two nation’s government agencies which require visits to Japan.
SSW-PC will be introducing Road to Japan to just Japanese Accepting Organizations that practices legality and are looking for Filipino Specified Skilled Workers to hire, through the federation's official website and social media pages where detailed information about federation members will be posted. With this service that is only available at Japanese Language Training Centers who are a member of Road to Japan, we can guarantee that a worker will not be designated to a Japanese company that exploits workers, cases the Technical Intern Training Program is known for, giving the to-be-sent worker relief after their training.
